Search for the restaurant in the app, add photos or video, give it a rating, and write a note. You can tag the friends you were there with, and choose whether the post is public or private.

Yes. You choose whether your content is public or private. Public content may be visible to other users of the app.
How do I find my friends on Barcoa?
You can search for users and follow people you know. Once you follow someone, their visits show up in your feed, and you can tag them in posts from restaurants you went to together.
